Terms of Service

1. Agreement
These Terms of Service ("Terms") govern your access to and use of the Parley API and website at parley.dev ("Service"), operated by Parley ("we," "our," or "us"). By creating an account or using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service.
2. Description of Service
Parley is a REST API that normalizes and serves environmental compliance data from the U.S. Environmental Protection Agency's (EPA) Enforcement and Compliance History Online (ECHO) database. The Service provides structured access to facility records, violation history, inspection data, enforcement cases, penalties, and computed compliance risk scores.
3. Accounts
You must provide a valid email address to create an account. Each person or entity may hold one account. You are responsible for all activity that occurs under your account and API keys.
Keep your API keys confidential. Do not embed them in client-side code, public repositories, or shared documents. If you suspect unauthorized use of your account or keys, notify us immediately.
4. Acceptable Use
You agree not to:
- Circumvent, disable, or interfere with rate limiting or other security features of the Service.
- Use multiple free-tier accounts to bypass rate limits.
- Resell raw API responses as a competing data product without adding substantial value.
- Use the Service to harass, threaten, or harm individuals or organizations identified in the data.
- Transmit malicious code or attempt to exploit vulnerabilities in the Service.
- Use automated tools to create accounts or generate API keys in bulk.
5. Subscription Tiers & Rate Limits
The Service offers the following subscription tiers:

Requests beyond your daily limit will be rejected until the limit resets the following day. Paid-tier users may opt into overage billing at $0.003 per additional request, which allows continued access beyond the daily limit.
We reserve the right to adjust rate limits and pricing with 30 days' notice to existing subscribers.
6. Billing & Payments
All payments are processed by Stripe. By subscribing to a paid tier, you also agree to Stripe's Terms of Service.
- Subscriptions are billed monthly. Tier changes take effect immediately, with prorated charges or credits applied to your next invoice.
- You may cancel at any time. Cancellations take effect at the end of the current billing period — you retain access to paid features until then.
- If overage billing is enabled, usage beyond your included requests is charged at $0.003 per request on your next invoice.
- A failed payment will not immediately downgrade your account. After repeated failures, your subscription may be canceled according to Stripe's retry policies.
7. Data Accuracy & EPA Content
The environmental compliance data available through the Service originates from the EPA's ECHO database and is publicly available. Parley normalizes, transforms, and scores this data to make it more accessible, but we do not guarantee that it is complete, current, or error-free.
Compliance risk scores are computed algorithmically and are intended for informational purposes only. They do not constitute legal, regulatory, or compliance advice.
Data is refreshed weekly from the EPA. There may be a delay between EPA updates and their availability through the API. For authoritative data, refer to the EPA's official ECHO website.
8. API Changes
The API is versioned. We will not introduce breaking changes to a stable version without notice. Non-breaking additions — such as new response fields or new endpoints — may be introduced at any time.
If a breaking change becomes necessary, we will provide at least 90 days' notice and publish migration guidance.
9. Availability
We aim to keep the Service highly available but do not guarantee any specific uptime percentage. The Service is provided on a best-effort basis. We may perform maintenance that temporarily affects availability and will make reasonable efforts to communicate planned downtime in advance.
10. Intellectual Property
The Parley API, website, documentation, and brand are our intellectual property. EPA environmental data served through the API is in the public domain and is not subject to copyright restrictions.
You retain full ownership of any applications or products you build using the API.
11. Termination
You may delete your account at any time through the API or by contacting us. Deletion permanently removes all associated data — including API keys, webhooks, and usage records — and cancels any active subscription.
We may suspend or terminate your account if you violate these Terms, abuse the Service, or engage in fraudulent activity. We will make reasonable efforts to notify you before taking action.
Upon termination, your access to the Service ceases immediately.
12. Limitation of Liability
To the maximum extent permitted by law, Parley shall not be liable for any indirect, incidental, special, consequential, or punitive damages — including loss of profits, data, business opportunities, or goodwill — arising from your use of or inability to use the Service.
Our total liability for any claim arising from these Terms or the Service shall not exceed the amount you paid us in the 12 months preceding the claim.
13. Disclaimer of Warranties
The Service is provided "as is" and "as available" without warranties of any kind, whether express or implied, including implied warranties of merchantability, fitness for a particular purpose, and non-infringement. We do not warrant that the Service will be uninterrupted, secure, or error-free, or that the data will be accurate or complete.
14. Governing Law
These Terms are governed by the laws of the United States. Any disputes arising from these Terms or the Service shall be resolved in the courts of competent jurisdiction.
15. Changes to These Terms
We may update these Terms from time to time. When we make material changes, we will update the "Last updated" date at the top of this page. Your continued use of the Service after a change constitutes acceptance of the updated Terms.
